The main difference is one contains cannabinoids, and one does not. Hemp seed oil does not contain any THC, not even trace amounts, as found in CBD. This is possible because hemp oil is produced by pressing the seeds from the plant. The seeds pressed out, contain zero THC, and or any other plant molecule, because they come from the seeds, not the actual plant.

CBD is extracted from the whole plant, and contains up to 0.3% THC, and other cannabinoids. CBD is used to treat various ailments, such as anxiety, depression, Crohn’s, and the list goes on.
